It has changed communications\ntechniques globally across numerous sectors.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the field of\nenvironmental technology, I would say that 2<sup>nd<\/sup> generation biofuels,\nand in general waste recycling technologies, will continue to play a crucial\nrole in the inevitable shift away from fossil fuels.&nbsp; If the private road-vehicle will go electric,\nother transport modes will depend strongly on biofuels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Having worked for the European Commission for many years, what has been the most influential legislative change you have seen?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The European Union\u2019s\n20-20-20 Strategy, agreed in 2006 and coming to fruition this year. It\ninitiated a major shift to renewable energy, initially in Europe but the\ntechnologies have also taken firm hold globally. The next steps in EU\nlegislation will, however, have an even greater impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>How do you see the political and legislative environment changing through to 2050?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Following the 2008 financial\ncrisis, we see a resurgence of left-wing politics promoting more\nstate-control.&nbsp; Will liberal fiscal\nregimes survive?&nbsp; I believe it will\ndepend how well the rich manage to make themselves into \u201cgood citizens\u201d in the\neyes of the man on the street.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Within this, environmental\nlegislation is a hot-spot. Future EU targets (to 2030) will be harder to reach\nthan 20-20-20, not only as technologically low-lying fruit has been taken, but\nalso the EU governance of environmental targets has been weakened. Moreover, the\nUN COP agreements, following major setbacks post-Kyoto, are struggling to\nestablish an adequate global framework. However, popular debate is heating up,\nhopefully this will drive the politics to a more robust line on climate change.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>How has the perception of energy, environment and efficiency evolved in your view in recent years? What do you envisage for the future of the sector?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is now taken very\nseriously, as a business and as a socially beneficial sector. An issue is that\nits earnings margins are not close to, for example, oil and gas. But the oil\nmajors are also realising that their business models are being challenged, so\nthat their investment strategies now include acquiring clean energy, and\npromoting technologies such as CCUS (carbon capture, utilisation and\/or\nstorage). As the pressure grows from environmental legislation, I believe\ninevitable, this trend will continue until ultimately there is convergence\nbetween \u2018old\u2019 and \u2018new\u2019 energy within the same businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>From an investment point of view, what do you see as the key challenges for emerging technologies attracting finance? How do you see those being overcome in the coming decades?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The EU\u2019s sustainable\ninvestment taxonomy adopted in 2019 leads the way to channel investments to\nsustainable projects and technologies. Major financial institutions, such as\nBlackrock, have signalled their intent to follow this path. Again, in the long\nterm, I see convergence from the top down, with very large investors in public\ncompanies demanding environmental compliance, and the bottom up, with smaller\ninvestors in venture capital picking the right technologies to enable the\ntransition. A primary challenge will be developing key performance indicators\nfor sustainable investments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>What are the key ingredients to delivering innovation?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are too\nnumerous to list but include a supportive regulatory framework, appropriate\nfinancial incentives (grants, etc.) from the public sector, fostering entrepreneurship\nand a strong financial ecosystem to provide investment capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Career<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Describe your career journey in a few words<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After 10 years\nhelping NATO build its naval and air defences as an engineer, I moved to the\nEuropean Commission in Brussels to help manage the EU\u2019s R&amp;D programmes,\nfirst in IT\/telecoms, later in energy, aviation, maritime and Industry 4.0. I\nhad close involvement in the EU\u2019s enlargement to include Eastern Europe, both in\nthe politics (Adviser to the President of Latvia) and in negotiations\n(negotiator of the energy chapter for the Baltic States and Poland). I worked\nwith Turquoise from 2010-12, moved back to the European Commission until 2019\nand am now returning to the venture capital arena.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>What\u2019s been your biggest professional challenge?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Drafting EU\nlegislation on aviation insurance, following 9\/11, in a few days. The sector\nwas blocked, as private insurers invoked wartime exclusion clauses after\nPresident Bush declared a \u201cWar on Terror\u201d, grounding thousands of planes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>What is your proudest professional moment?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Co-authoring the EU\u2019s\nfirst Strategic Energy Technologies (SET) Plan in 2009. This defined and\nco-funded key energy technologies to implement the EU\u2019s 20-20-20 strategy, a\nlandmark in clean energy policy. And of course being part of the European\nCommission team, when the EU received the Nobel Peace Prize in 2012.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Who would you like to have dinner with \u2013 and why?<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Henry Kissinger.
